This support to the National Planning and Budget Office (DNPO) of the Ministry of Finance (MOF) included first a revision of the National Programs Portfolio in the perspective of a better alignment of the Economic and Social Plan and the State Budget (structure, contents, and templates). Specific objectives were to guarantee the coherence and alignment of those key documents with national strategies and SDGs, ensure the quality of the indicators, and introduce recommendations made by the OBI and PEFA evaluations. Second, an assessment of the implementation of Performance budgeting (SPO) and the capacity of the DNPO and the IT Center of the MOF (CEDSIF) to implement this process was conducted. The methodology involved a desk review, the administration at a distance of an initial information collection questionnaire, a data collection mission at central, provincial (Sofala and Nampula), and district levels, the data analysis, the participatory presentation and validation of results.
