Advocacy and capacity building for policy and financing changes in Public Finance for Children (PF4C). UNICEF Office for the Eastern Caribbean Area’s (ECA) and the Government of Antigua and Barbuda (GOAB) are aiming to expand the production of evidence on PF4C to support the optimization of spending outcomes for children and youth in the social protection sector reform. Their aim is to build a strong and open social protection system to attain Universal Social Protection and improve children’s conditions.
To do so, with the support of UNICEF ECA, the COMPASS team has conducted several coaching sessions and data collection sessions with the Ministry of Finance and Corporate Governance, the Social Security Board, the Ministry of Social Transformation and Human Resource Development and the Ministry of Education, amongst others. This consultancy will produce the SPBB with an interactive tool and data, the SPBB highlights document, an advocacy brief on Social Protection and will conduct a workshop for 25 participants in key agencies. This approach will undoubtedly serve as a key foundation for enhancing the effectiveness and efficiency of public spending on issues related to social and child protection. This will be achieved by bolstering the budget analysis and advocacy skills of UNICEF ECA officials and GOAB.
