The COMPASS Institute team in partnership with UNICEF supported the General Directorate of Planning of the Ministry of Planning in the elaboration of National Monitoring and Evaluation (M&E) Guidelines for the National Strategic Development Plan (NSDP) of Cambodia. COMPASS carried out a mapping of M&E systems relevant for NSDP M&E, drafted the national technical M&E guidelines, and proposed an assessment tool to evaluate the degree of implementation of those guidelines by each Line Ministry. The work was conducted in consultation with the Ministry of Economy and Finance, and several line ministries. Those guidelines and tool are expected to facilitate the construction of a National M&E System that will monitor and assess the implementation of the policies laid out in the NSDP and Rectangular Strategy IV as well as be aligned with the Budget System Reform strategy.
