Support in Public Finance for Children (PF4C) as part of the INFF in Uzbekistan

The COMPASS Institute in partnership with UNICEF supported the Ministry of Finance of Uzbekistan as part of the implementation of the Integrated National Financing Framework (INFF), aiming at the improvement of child-sensitive public spending on health, education, and social protection sectors. First, more than 60 officials have been trained to improve their understanding and expertise on results- and programme-based planning, budgeting, and Monitoring & Evaluation. This training was designed with a special focus on child related expenditures, using modern Public Finance Management frameworks, systems, and tools. The second phase of this project aimed at strengthening budgetary analysis of public spending using various analytical tools, to come up with recommendations to improve sufficiency, efficiency, effectiveness, and equitability of spending. For this, a team of local and international experts provided coaching/mentoring and quality assurance to the above-mentioned sectors in the construction of pilot performance-based programs and program budgets.
