Support to the planning function in Gabon

After the abolition of the Ministry of Planning in 2009, the national planning function in Gabon no longer played a leading and unifying role in coordinating public actions around national priorities. The political transition initiated in 2023 brought planning back to the forefront with the creation, in 2024, of the Ministry of Planning and Foresight (MPP) and the General Planning Commission (CGP) within this ministry.

As part of the 2024–2025 Biennial Work Plan of the Gabon–UNICEF Cooperation Programme (2023–2027), UNICEF, in close collaboration with other members of the United Nations System (UNS), is providing technical and financial support to the CGP to develop a critical mass of experts capable of leading the development process for the future National Development Plan (NDP).

UNICEF and the CGP engaged the COMPASS Institute to sustainably strengthen institutional and technical capacities in strategic planning as part of the preparation of the 2026–2030 National Growth and Development Plan (NGDP). COMPASS delivered:
✔️ A diagnostic assessment of the planning function, including data collection from 48 Gabonese institutions;
✔️ A training for 36 public-sector managers and professionals in Results-Based Management (RBM), strategic planning, local planning, and the NDP monitoring and evaluation framework;
✔️ Guidelines on strategic planning, local planning, and Medium-Term Expenditure Frameworks (MTEFs);
✔️ A proposed capacity-building programme in strategic planning and RBM; and
✔️ Two presentations to government authorities: “Proposed Measures for Strengthening Strategic Planning in Gabon Based on the Diagnostic Assessment and International Best Practices” and “Theory of Change for the NGDP: Proposed Methodological Orientations.”
