The COMPASS Institute offers two types of training in Results-Based Management (RBM) for institutional clients, designed for their professional and executive staff:

CERTIFICATIONS PROGRAMS
Three levels of Certification programs are offered to institutional clients who may enroll groups of 15 to 35 participants, or even several groups within the same cohort. These programs are structured in a progressive sequence and culminate in an Advanced University Certification in RBM, delivered jointly with our academic partner, University LAVAL, Quebec (Canada). All our programs can be delivered in in-person, virtual, or hybrid formats, depending on the client’s preferences.

1. The Foundations Certification programs (Level 1) provide a solid grounding in the current technical and institutional elements of the five pillars of Results-Based Management (RBM), within a perspective of sustainable development, digital transformation, and the use of artificial intelligence:
- Strategic planning.
- Alignment between planning and budgeting, and results-based budgeting.
- Public financial management and public procurement.
- Program and project management and monitoring.
- Evaluation and accountability.
2. The Specialization Certification programs (Level 2) provide participants with up-to-date approaches and tools across a range of RBM topics, as well as examples of best practices drawn from over fifty countries where the COMPASS team has worked.
The areas of specialization are as follows:
- RBM Cycle and Planning
- Results-Based Budgeting
- Public Financial Management and Public Procurement
- Public Investment Project Management and Public-Private Partnerships
- Monitoring & Evaluation, Data Analysis, and Artificial Intelligence
3. The Advanced University Certification Program (Level 3) is offered jointly by University LAVAL (Canada) and the COMPASS Institute. It is intended for managers and professionals who are expected to act as champions in implementing reforms related to the adoption of RBM within their institution.
A recent example:
Massive training in Results-Based Budgeting and Management, offered by the COMPASS Institute and the University LAVAL in Panama with funding from the National Government of Panama and UNDP.

TAILOR-MADE SHORT TRAINING COURSES
These customized continuing education programs are organized for a group of participants at the request of an institutional client on current RBM topics. The modalities are flexible and discussed with the client, including group size (between 10 and 100 participants), duration (between 3 and 30 hours), location, dates, and delivery format (in-person, remote, or hybrid). Participants receive a certificate of participation.
Two recent examples:
Certification Program in Policy and Program Evaluation, offered by the National University of Management and COMPASS Institute in Cambodia with funding from the Royal Government of Cambodia and UNICEF.

Project for strengthening national capacities for the preparation of the National Development Plan in Gabon with funding form the Government of Gabon and UNICEF.
