Since January 2025, the COMPASS Institute has been supporting the Gabonese authorities through an ambitious program aimed at strengthening capacities in planning and modernizing public management tools. This initiative, carried out in close partnership with the General Planning Commission (CGP), the Ministry of Planning and Foresight, and UNICEF, seeks to sustainably enhance the country’s institutional and technical capacities in development planning and multisectoral coordination.
In its initial phase, COMPASS conducted an in-depth institutional assessment covering 49 ministries and agencies. This analysis identified key organizational and functional gaps and proposed concrete solutions for improvement. The resulting recommendations were presented at the national workshop held on May 19, 2025, in Libreville, marking a strategic milestone in the preparation of the 2026–2032 National Growth and Development Plan (PNCD).
From May 19 to 30, 2025, COMPASS also delivered an intensive training program focused on Results-Based Management (RBM), strategic and local planning, and the monitoring and evaluation framework for the upcoming PNCD. The session brought together 70 senior government officials.
In the coming months, COMPASS will continue its support by:
- Developing a standardized monitoring and evaluation framework for the PNCD,
- Assisting in the design of the digital platform architecture for strategic planning and the management of the national development project bank,
- Producing a National Strategic Planning Guide, including planning standards and guidelines for urban planning and land use management.
This collaboration reflects Gabon’s firm commitment to modernizing its governance practices and equipping its public administration with effective tools to accelerate inclusive, transformative, and sustainable development.
